See the Public Inquiry statistics from a Traffic Commissioner’s annual report for 2021-2022:
Restricted Licence Holders:
you are a Restricted licence holder if you carry your own goods as a means of meeting your business needs, e.g. scaffolding or skip hire etc. It is forbidden to carry any goods for others for hire or reward. In order to obtain a licence you need to agree to the same undertakings as the National and International Licence holders but you do not need to have a Transport Manager assigned to your licence.
This means that Restricted Licence holders are either unaware of their compliance shortcomings or they simply do not know how to achieve the required standard of compliance. By having a transport consultant like us supporting your business you can rest assured you are on top of all the legal requirements at all times.
Standard National and International Licence Holders:
You are a Standard National Licence holder when you carry your own or somebody else’s goods for hire and reward within the UK and an Standard International Licence holder when you carry the goods within and outside the UK.
All the Operator’s Licence undertakings apply and you need a professionally competent person (Transport Manager) like us to be accepted on your licence by the Traffic Commissioner. The role of a Transport Manager is to oversee all the processes and procedures to ensure you run a safe business and stay compliant and up to date with all the legal requirements.
